JOB DESCRIPTION
The Manager, Talent Acquisition Operations will oversee and enhance the full recruiting life cycle while working closely with senior management to implement best-in-class recruiting practices and strategies. This role will focus on leveraging data to drive recruitment efficiency, improve retention, and develop predictive analytics. The Manager will lead strategic projects, manage vendor relationships, support branding and outreach efforts, and champion the use of current and new tools to optimize the recruiting process. This position reports to the Sr. Director, Talent Acquisition and works closely with the Sr. Manager, Talent Acquisition and the Talent Acquisition Associate.
Essential Functions
- Strategic Recruitment and Analytics
- Develop and manage talent acquisition success metrics, including applicant-to-screen ratios, screen-to-interview ratios, interview-to-offer ratios, and offer acceptance rates.
- Develop, maintain and deliver scheduled internal, including the development of recruiter dashboards.
- Utilize hiring data to build and enhance predictive analytics models for improving recruitment strategies.
- Lead full life cycle recruiting, focusing on operational efficiencies to identify, attract, and hire top talent cost-effectively.
- Partner with business leaders to align talent acquisition solutions with business needs and ensure exceptional hiring manager, recruiter, and candidate experiences.
- Promote the employer brand online and offline, leveraging targeted job fairs, professional networks, and social media platforms.
- Continually build and maintain networking relationships to broaden the talent community and increase market presence.
- Operational Efficiency and Tools Optimization
- Manage talent operations, including system data maintenance, running and analyzing reports and dashboards, and establishing TA processes and practices.
- Maximize the use of current recruiting tools (e.g., Oracle Recruiting Cloud, JDXpert, iCims TextRecruit, LinkedIn, Indeed, Visier) and propose new tools and solutions based on actionable insights.
- Track and review vendor deliverables, service contracts, and recruiter tool usage to make ROI-based recommendations.
- Support virtual job fair setup, branding efforts, and advertising control to optimize recruitment outreach and effectiveness.
- Project Management
- Strategically plan and execute projects, considering dependencies, business needs, market trends, resources, and timelines.
- Translate data into actionable insights, strategies, and action plans to drive best-in-class TA operations.
- Support project needs and strategies to enhance TA processes and systems.
- Compliance and Integrity
- Ensure recruitment methodologies and hiring practices comply with government regulations and organizational policies.
- Represent the company with integrity and professionalism, adhering to all compliance and EEO-related standards and laws.
- Responsible for all regular compliance reporting (Affirmative Action Plan development and tracking, EEO1 filings, VETS-4212 reporting, etc.).
- Effectively drive DEIB strategies, including leveraging technology and processes aimed to advance the diversity of candidate slates and hires.
Education
QUALIFICATIONS
- Bachelors Degree (BA/BS) related field - Required
Experience
- 5 years or more in Talent Acquisition, with previous responsibility for TA reporting - Required
- 2 years or more in data analytics or operations role - Required
Skills
- Strong knowledge of current trends, innovations and best practices within talent acquisition and a familiarity with traditional sourcing techniques. - Advanced
- Demonstrated ability to source and recruit talent across various functional areas and levels from senior level and mid-level professionals to entry level laborers. - Advanced
- Proficiency in applicant tracking systems, sourcing strategies, reporting tools, PowerPoint, and Excel. - Advanced
- Demonstrated sourcing skills leveraging social channels and progressive HR tech tools to develop and influence passive candidates’ interest. - Advanced
- Strong consultative presentation and written communication skills; ability to communicate with and influence users, subject matter experts, and leaders. - Advanced

Specialized Knowledge
- Must be able to understand strategic design and implementation of various recruiting strategies, be an independent self-starter with full life cycle experience handling diverse client groups, and have the ability to understand and utilize recruiting metrics.
- This individual must be able to problem solve with knowledge of best practice approaches and TA compliance.
