Reporting to a VP, Federal Solutions, this position supports business development efforts by designing complex Third Party Administrator (TPA) and health services solutions tailored for federal government customers from the industry-leading assets of the OptumServe business and UnitedHealth Group enterprise to meet the requirements of federal government customers such as the Department of Defense, Department of Veterans Affairs or Department of Health and Human Services among others.

Primary Responsibilities - Connect a deep understanding of the federal customer’s needs with the knowledge of OptumServe’s business assets and teaming partners capabilities to develop comprehensive TPA solutions that meet or exceed the customer’s expectations and beat the competition. To be successful in this role the candidate must have:
- A working knowledge of the systems, processes and resources that are required to operate a third party administer or health insurance plan
- The ability to understand a broad set of commercial capabilities within the UnitedHealth Group enterprise and how they can be applied to meet federal customer’s objectives. Experience working with business development, proposal writing, operational and technical stakeholders
- This position is responsible for identifying, engaging and leading a team of internal and external matrix partners to translate required capabilities into operational processes that meet the contractual requirements of the federal contract the solution is developed in response to
- Follow Optum Serve’s Business Development Life Cycle ensuring that all inputs and deliverables for the solution development area are delivered according to the prescribed timeline
- Engage subject matter experts and lead a solution team for assigned pursuits, accountable for developing comprehensive solution documentation that will support winning proposals while ensuring compliant delivery
- Design and implement new business processes/solutions that streamline operations, enhance productivity and drive organizational growth while ensuring compliance with contract requirements
- Assess potential risks and vulnerabilities in solutions. Develop solution mitigation strategies when needed

Required Qualifications
- 10+ years of experience in the healthcare industry
- 5+ years of experience in a product development, product marketing, solution sales or operational delivery role in a TPA or Health Insurance Plan
- Proven ability to work with a diverse range of stakeholders including, operations, IT sales and proposals
Preferred Qualifications
- Experience with healthcare technology (claims processing systems, EHRs, EDI transfers, etc.)
- Experience balancing strategic thinking with the urgency to drive work forward
- Experience developing creative solutions to complex problems
- Experience using data and research to formulate strategic business recommendations
- Understanding of Department of Defense (DOD), Veterans Administration (VA) and Health and Human Services (HHS) markets
- Demonstrated ability to adapt quickly to changes in work direction and able to pivot work accordingly
- Demonstrated to be a team player with solid ability to form working professional relationships
- Demonstrated success in leading development of federal health services or health IT solutions with a total contract value (TCV) of at least $25M involving at least one external teaming partner which was sold to the Department of Defense, Department of Veterans Affairs or Department of Health and Human Services

The salary range for this role is $124,500 to $239,400 annually based on full-time employment. Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable.
