Brief Job Overview
While patients in the United States have long benefited from a generally safe and reliable supply of quality medical products, recent concerns around the quality of medicines circulating in the United States motivated USP to launch a pharmaceutical product quality testing program (PPQT), whereby manufacturers can voluntarily engage USP to conduct validated, third party quality testing of medicines to provide additional assurance to health systems or other medicines procurers. After conducting a successful pilot with a leading generics pharmaceutical manufacturer, USP is ready to expand the program.
For the next phase of program expansion, USP envisions implementing a pathfinder program, which would leverage health system demand to pilot inclusion of testing criteria into group purchasing organization practices for select medicines of interest. USP has developed a business plan to guide the implementation of this pathfinder concept. The PPQT leader would be responsible for implementing this business plan and for the overall success and growth of the new business line, with potential for extension into adjacent areas of business over time.

Additionally, USP’s People and Culture division, in partnership with the Equity Office, invests in leadership and workforce development to equip all employees with the skills to create high-performing, inclusive teams. This includes training in equitable management practices and tools to promote engaged, collaborative, and results-driven work environments.
The Director, Pharmaceutical Product Quality Testing program is responsible for:
- The overall success and growth of the PPQT program.
- Updating and adjusting the PPQT business strategy and plan as needed to respond to market signals.
- Supporting overall implementation of the PPQT business plan.
- Key elements of implementing the initial PPQT business plan include:
- Development / finalization of core communication and marketing materials and associated visibility plan:
- Preparation/ finalization of key communications materials tailored to target stakeholder groups (manufacturers, GPOs, health systems).
- Development and deployment of thought leadership/ content pieces to reinforce/ amplify program vision.
- Support/ provide inputs to ongoing advocacy efforts, in coordination with USP external affairs and government engagement teams, to mobilize support/ demand across influential agencies within the US government.
- Development and execution of a meetings/ events strategy that ensures visibility of the program at strategic convenings in coordination with other relevant business owners (USP Science, Healthcare Quality and Safety, Communications).
- Execution of customer outreach and demand generation plan:
- Engaging key stakeholders:
- Health systems: work with key health systems to create a clear demand signal for the PPQT program.
- Group Purchasing Organizations: engage with target Group Purchasing Organizations (GPOs) to translate health system demand into inclusion of PPQT in procurement decisions.
- Manufacturers: Interface with manufacturers to build understanding of program and facilitate enrollment and customer service.
- Associations and other partner organizations: Engage with like-minded partner organizations, including USP convention members, to reinforce messaging.
- Mobilize, as needed, external consulting resource(s) and USP staff to help engage target audiences.
- Operational execution:
- Coordinate across key internal stakeholders (laboratory operations, pricing, legal) to ensure appropriate systems, processes and contractual documents are in place to support program implementation.
- Ensure timely, high quality deliverables for program subscribers.
- Solicit and collect ongoing feedback to inform continuous improvement.
Who is USP Looking For?
The Successful Candidate Will Have a Demonstrated Understanding Of Our Mission, Commitment To Excellence Through Inclusive And Equitable Behaviors And Practices, Ability To Quickly Build Credibility With Stakeholders, Along With The Following Competencies And Experience
- Bachelor’s degree in pharmacy, business administration, supply chain management, health administration, or a related field.
- At least 5 years of experience working in a group purchasing organization (GPO) or in a close adjacency with proven deep knowledge of GPO contracting practices and business model.
- At least 5 years of proven experience leading complex projects/ initiatives focused on clear business objectives (could include leading projects in strategy consulting setting or leading other large business initiatives with clear objectives and outcomes).
- At least 5 years’ experience in role involving external facing/ customer facing responsibilities.
- Highly organized with strong execution skills and results orientation.
- Ability to influence effectively across complex organizations to achieve results.
- Client and solution focused, with ability to actively listen and adapt approach to meet client needs.
- Strong communication skills with ability to adapt messaging by audience.
- Strong problem-solving skills with ability to navigate and resolve ambiguity.
Additional Desired Preferences
- Degree in pharmacy, business, supply chain or related fields.
- Experience launching new initiatives/ business lines.
- Experience in marketing and/ or business to business sales.
- Health system or medical supply chain experience.
Supervisory Responsibilities
This position will supervise external resource(s) engaged on a part time basis to support program demand generation. The role will also be assigned a project management resource on a 25 – 50% basis to support implementation.

Compensation
Base Salary Range: USD $165,521.00 – $213,700.00 annually.
Target Annual Bonus: % Varies based on level of role.
Individual compensation packages are based on various factors unique to each candidate’s skill set, experience, qualifications, equity, and other job-related reasons.
