Summary
The GS 13 Pharmacy Supervisor is responsible for coordinating the operations of the Outpatient Pharmacies located in the Northeast Wisconsin Ambulatory Clinics (NEWAC). The Outpatient Pharmacy Supervisor directly oversees the team of pharmacists and technicians within the NEWAC Pharmacies and provides direct workflow support an estimated 70% of the time (subject to change based on staffing and workload).

Basic Requirements:
- United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy
- English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) - and 7407(d)
- Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree
- (Transcripts Required) OR Graduate of a foreign pharmacy degree program if you are able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification - which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT)
- (Documentation Required) Licensure: Full - current and unrestricted license to practice pharmacy in a State - Territory - Commonwealth of the United States (i.e. - Puerto Rico) - or the District of Columbia
- May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria)
- Grandfathering Provision
- All licensed pharmacists employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title - series and grade held - including positive education and licensure/certification/registration that are part of the basic requirements of the occupation
- For employees who do not meet all the basic requirements required in this standard - but who met the qualifications applicable to the position at the time they were appointed to it - the following provisions apply Employees grandfathered into the GS-660 occupational series may be reassigned - promoted up to and including the full performance (journey) level - or changed to lower grade within the occupation - but may not be promoted beyond the journey level or placed in supervisory or managerial positions
- Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed - on a temporary or permanent basis - until they fully meet the basic requirements of the standard
- Employees initially grandfathered into this occupation - who subsequently obtain additional education and/or licensure/certification/registration - that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation
- If a licensed pharmacist who was retained under this provision leaves the occupation - the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation
- Grade Determinations: Specialized Experience - GS-13: In addition to the GS-13 requirements - must have 1 year of experience equivalent to the next lower grade level - GS 12
- which is directly related to the Supervisory Pharmacist position which includes: Responsibility for the professional and administrative management of an assigned area in pharmacy service - to include budgetary execution
- Such individuals have responsibilities for supervising multiple pharmacists and technicians
- Manages people - maintains effective interdepartmental relations - and cooperates with other services to accomplish the medical facility's mission and goals
- Develops performance standards - assures that the program area is compliant with all regulatory and accrediting body requirements - Designs and implements orientation and training programs for staff - and develops and maintains systems to monitor the performance of staff activities

Duties
- The duties and responsibilities of the Pharmacy Supervisor include but are not limited to: Clinical Works Closely with clinical pharmacy personnel to ensure that pharmacy personnel are reviewing patient's drug therapy appropriately and that proper follow up is maintained
- Ensures that quality clinical services as they pertain to the Outpatient setting are provided for
- This would include the consultations to patients - physicians - nurses - and other health care professionals on basic information about drug therapy
- Ensures that pharmacists and pharmacy technicians function at the top of their licensure and provide exceptional care at all time
- Also engages in continuous quality and performance improvement initiatives for both pharmacist and technician workflows
- Education Responsible for assisting in the orientation and training of all new employees in the Outpatient Pharmacy area and will coordinate training of such individuals in other department areas
- The incumbent may direct the activities of students - interns - and volunteers
- Helps identify continuing education needs based on performance of all subordinate staff
- Administrative/Supervisory Assists in the writing of performance standards - functional statements and position descriptions for the pharmacy personnel.Actively work to integrate NEWAC pharmacy services with the Medical Center Pharmacy services through active collaboration with MKE inpatient and outpatient pharmacy supervisors
- Responsible for scheduling of the clinical pharmacists and pharmacy technicians within the NEWAC sections
- The incumbent will prioritize the work of the outpatient section and assign personnel in such a manner as to accomplish the workload in a timely and efficient process
- Monitors the productivity of pharmacy personnel with appropriate follow-up
- The incumbent will review performance and evaluate employees - counsel when necessary - recommend awards - promotions - and disciplinary actions
- Manages the recruitment and selection of vacant staff positions and will consistently seek out qualified individuals who have potential for development - and take action to provide equal opportunity in training - reassignment - or other means for improved employee utilization
- Assists in hiring - promoting - and placement of personnel
- Program Management Responsible for planning the daily workload activities to accomplish overall program goals and objectives
- Responsible for continued updating and improvement of policies and procedures pertaining to the Outpatient Pharmacy Program
- The incumbent implements changes and procedures in the policies and ensures they are adhered to by the pharmacy staff
- Completes all reports accurately and in a timely manner
- The incumbent will assist in gathering information/data for the timely submission of Monthly Reprint Reports and other reports as deemed necessary
- Works closely with the pharmacy procurement team to ensure that adequate pharmacy stock of drugs and supplies are maintained
- Works closely within the pharmacy department and with other departments to resolve problems
- Good communication skills are required to effectively promote inter-service working relationships Serves on various committees
- Ensures the clinical pharmacists and technicians are properly trained on all necessary software to provide pharmaceutical care
- The outpatient Pharmacy supervisor resolves patient complaints within the scope of his/her authority
- He/she works closely with medical administrative personnel monitoring patient eligibility - advising on pharmacy policy - etc
- Responsible for the oversight and management of controlled substance policies and procedures in the outpatient setting
- Maintains current knowledge of sterile compounding and non-sterile compounding rules and regulations and directs all NEWAC compounding activities accordingly
- Manages the outpatient pharmacy customer service and service recovery program - providing excellent customer service to all customers of the VA
- Actively monitors key performance metrics and reports regularly to the Associate Chief of Pharmacy Operations
- Prioritizes the workload of the NEWAC Pharmacy services but is available to assist and support other pharmacy locations to meet organizational goals and workload
