JOB SUMMARY
The Technical Program Manager (TPM) role at Outcomes is focused on delivery of a given product initiative from approval of concept through execution. They are expected to work through a highly distributed organization of technology teams to deliver business value while remaining on budget and on time.
Essential Duties & Responsibilities
- Run initiation for new product priorities; gather requirements as needed, work with architecture to gain approval of technical approach, ensure teams understand their work responsibilities. Size / estimate the work, capacity plan in partnership with several teams, and put together the execution plan at detail and executive levels
- See initiatives through to the end of the deliverable; foresee risks, work on mitigation plans with teams. Radiate risks and blockers with senior leadership leveraging executive reviews. Measure and radiate cost compared to estimates provided during initiation. Work collaboratively across product and engineering to keep initiatives within budget while not sacrificing a minimum loveable product and engineering quality / sustainability
- Maintain technology roadmaps; work with delivery managers on capacity planning
- Contribute to the overall system setup of Technical Program Management to help with team scaling and best practices
- Establish other tools and processes as needed to help with the smooth running of the product development organization

Strong communication skills across a wide variety of stakeholders; bridge gaps between technical and non-technical audiences
Ability to quickly learn business context and technical context to deliver on new strategic initiatives; sometimes managing several initiatives at a time
Enjoys taking unknown initiatives and turning them into organized bodies of work across several
distributed teams; creates clarity across the organization for highly visible initiatives
Ability to influence across the organization through senior leadership and into technical teams
Strong strategic thinking and intuition of how to maneuver work through complex systems; thrives on solving problems and finding unique solutions
Stewards multiple interconnected projects that overlay into large strategic objectives
Demonstration of excellent leadership and collaboration capabilities; this role influences the tone and culture of a given initiative - this responsibility should be held in high regard
Education & Experience Requirements
- Minimum years of work experience: 10+ years in software engineering / product / project management or related field. Healthcare industry experience preferred but not required.
- Minimum level of education or education/experience: Bachelors Degree in Business / Management / Computer Science / or related field
- PMP certification preferred
